Myanmar was a colonial of British Emperor since 1886. In World War II, Burma Independent Army (BIA) cooporated with Japan Army and British withdrew from Myanmar. Japan occupied Myanmar and ruled by Martial law. On 1st August 1942, Japan Field Martial General Eida formed Myanmar Government leaded by Dr. Ba Maw. On 11st March 1943, after General Aung San, Dr. Ba Maw, Thakin Mya, Dr. Thein Maung negotiated with Japan Government and formed the drafted Constitutional Committee including 26 members was formed on 8th May 1943.

That committee drafted 1943 Constitution and it was enforced only about two years. 12 Chapters and 64 Articles were included in 1943 Constitution.
